Role: Strategic Asset and Services Manager
Daily Rate: $1000 - $1200 + Super
End Date: 28 Feb 2023 (Potential for Permanency/Extension)
Location: Flexible offices in Sydney/WFH

The Role

As Strategic Asset and Services Manager you will be responsible for establishing, leading and developing the Strategic Asset and Services Plan and the annual 10 year Asset and Service Plan for the Regional and Outer Metropolitan (ROM) Transport network, including performance management and driving an uplift in asset management maturity through a continuous improvement program. This role is the Divisional lead for Asset Management and acts as the pivotal link across the organisational.

Key Accountabilities

  • Lead the development and refinement of the ROM Strategic Asset and Services Plan (SAMP).
  • Lead the development and refinement of the ROM Asset Management Plan (AMP).
  • Lead and manage a team responsible for ensuring expert technical support is available for asset management to protect and enhance the long-term performance of the network including, improving asset management capability aligned to TfNSW Asset Management Framework and NSW Treasury's AM Policy.
  • Establish and maintain an effective and collaborative interface across asset strategy, planning, development and delivery for the ROM transport portfolio to ensure that the required outcomes are articulated, understood and achieved and make a significant contribution to customers and community expectations across the ROM transport network.
  • Develop, implement and manage a portfolio prioritisation methodology to provide efficient and effective risk-based prioritisation across the 10 year portfolio for total expenditure (TOTEX) investment in growth and improvement, services and asset maintenance
  • Guide the provision of independent, expert advice and information to support the ROM executive in decision making.
  • Oversee and report on ROM's ASP portfolio performance by identifying and reporting systemic issues, including insights on trends, risks and opportunities.
  • Provide high level advice to the Deputy Secretary, Executive and Ministers in relation assets and services management across the Division.

Key Challenges

  • Managing effective oversight and coordination across a broad and complex asset and services portfolio whilst ensuring asset strategies and plans align to ROM and TfNSW priorities, targets and outcomes.
  • Leading and managing key stakeholder relationships and communications with internal and external agencies and negotiating agreed positions and solutions from conflicting and/or competing agendas, to support transport network outcomes.
  • Managing complex strategic project/ program elements that require sustained leadership and negotiating solutions across organisational boundaries.

Key Knoweldge and Experience

  • Demonstrated experience in the design and development of integrated infrastructure planning processes and asset management practises aligned to ISO 55000, with expertise in the transport industry and experience in working across multiple Government agencies involved in planning approval and statutory processes.
  • Knowledge and understanding of network infrastructure provision, planning and management, and the ability to understand technical issues at a strategic level.
  • Experience in economic and financial performance analysis and evaluation methods relating to the network infrastructure and asset management within an integrated planning framework and total asset management context.

Essential Requirements

  • Relevant tertiary qualifications, including post graduate qualifications or demonstrated relevant, equivalent professional experience. Demonstrated professional development in Asset Management and Program/Project Management.
