Role: Project Manager
Daily Rate: $1070 incl. Super
Duration: Until 30th June 2023 (possibility of extension)
Location: Parramatta/WFH Flex

The Program

The vision and purpose of the Integrated Connected Officer (ICO) program is to modernise frontline Police devices and systems, as well as provide a future-proof framework where devices used and worn by officers in the field have technology considerations built in and integrated within an ecosystem. The ICO Program will transform and modernise policing in NSW and enable NSW Police to become one of the most modern law enforcement agencies in the world. The ICO Program will deliver over 5 years, a world-first integrated, agnostic technology platform with digital capabilities across all NSW Police vehicles and access to near real time information for frontline officers as well as their supervisors. This includes the refresh, modernisation and integration of all Body Video Cameras with Tasers and Glocks, In-Car Video cameras (ICV), Mobile Automated Number Plate Recognition cameras (MANPR) and use of native vehicle capabilities such as infotainment screen and GPS etc. This is an exciting opportunity to work with leading edge technology to design and deliver a global leading solution in law enforcement.

The Role

This Project Manager role within NSWPF supports the Integrated Connected Officer Program (ICO). The Program's remit is to rationalize and modernise it's Policing technology and devices across vehicles and on-person whilst ensuring the level of service is maintained / improved for front line officers. In this Program there will be elements of R&D design combined with core operational technology. The PM is also responsible for ensuring that the project produces a result capable of achieving the benefits as defined in the Business Case and in conjunction with the Project Executive.

Key Accountabilities

  • Ensure that the project is managed and delivered to a professional standard and in accordance with policies, standards and procedures (both internally and externally);
  • Provide leadership at a team and senior level and negotiate issues and solutions across the division and organisational boundaries including with the client group(s) and internal and external stakeholders;
  • Lead, motivate and develop the Project Delivery team through day to day and formal performance management processes to facilitate achievement of business goals;
  • Ensure that customer needs, expectations and satisfaction are proactively managed including compliance with client specifications and quality assurance standards;
  • Ensure appropriate delivery framework / methodology is adopted by the project and endorsed.
  • Drive the delivery and implementation of the project's products (including production of all relevant documentation for product delivery and acceptance during the project life cycle and ongoing support) that meet the project's objectives and customer's acceptance criteria;
  • Monitor and manage external Vendors as outlined within signed contracts. This includes assisting the RFT process, analysis, project tracking, relationship management, deliverables monitoring and reporting;
  • Manage all change management activities for the project including training;
  • All other tasks as directed by the Program Manager.

About You

  • Demonstrated experience with a strong track record in delivering high quality successful ICT projects using contemporary project management methodologies.
  • Someone who has worked on large-scale, multifaceted, transformational ICT projects. Experience with build and deployment of IoT and devices such as body worn cameras would be highly desirable.
  • Extensive experience managing external Vendors establishing scope of work, architecture, design, through to delivery.
  • Extensive experience managing and motivating a successful internal team of 20 resources (Architects, Engineers, Test resources, Business Analysts).
  • Working with the NSWPF in a PM capacity, the incumbent will need to be agile and pivot between different project requirements - no day will be the same. Need to be able to navigate fast pace, large volume requirements.
  • Certified in Agyle or Waterfall.
  • Demonstrated experience in providing quality and accurate project status reporting according to the required standards and accurately forecasting and estimating financial and resource needs.
  • Knowledge of and experience in organisational change / benefits management.
  • Highly experienced user of MS Project and MS Office toolset (Word, Excel and Power Point).

  • Influence and Negotiate - lead and facilitate productive discussions with stakeholders and team members. Recognize and explain the need for compromise. Manage challenging relationships and pre-empt and minimize conflict to ensure project success.
  • Display Resilience and Courage - Stay calm and active constructively in highly pressured and unpredictable environments. Give frank, honest advice in the face of strong, contrary views. Develop effective strategies and show decisiveness in dealing with emotionally charged situations, difficult and controversial issues.
  • Think and Solve Problems - Undertake objective, critical analysis to draw accurate conclusions that recognise and manage contextual issues. Work through issues, weigh up alternatives and identify the most effective solutions.
